2024 PLANET Online | Navigating the Interplay of Planning and Building Regulations in Queensland
This course will look at areas where there are obligations in the Planning Act 2016 and Planning Regulation 2017 to consider elements in the Building Act 1975 and Building Regulation 2021. The course will unpack these elements and make it easier for planners to understand what their role is in considering building policy.
There are numerous areas of conflict between building policy and ACG´ÎÔªÍø policy, particularly in relation to the requirements for accepted and assessable development and referral obligations. This course will unpack these areas of conflict and how to overcome them, which can be due to the overlapping requirements within each piece of legislation as well as interpretation of legislation within each local government area.
The course will also detail the planning-relevant Building Assessment Provisions in the Building Act 1975 which are the guiding principles for Building Certifiers. The Buidling Act 1975 provides for what a categorising instrument may and may not include for the assessment of building work.
The course will also uncover how Building Certifiers determine what information is likely to affect the assessment of Building Development Approvals.

Furthermore, it will be of particular relevance to all town planners who are interested in unpacking the intricate relationship between building and planning regulations.
Learning outcomes:
At the end of the course, attendees will have gained understanding on how the building assessment provisions in local categorising instruments and local government resolutions are identified, including assessing the legitimacy of the building provisions in these instruments and resolutions. The course will also explore conditions of various local government approvals, including referral and assessable development approvals, and how they relate to the functions of a building certifier

Geoff Mitchell-GMA Certification Group
Geoff has been involved in building control for nearly 50 Years. He worked for 12 years in Local Government before he went into private practice. He is the Managing Director and Principal Building Surveyor for GMA Certification Group (GMA) which is one of the larger private certification companies based in Queensland.
Geoff holds undergraduate qualifications in Building Surveying, postgraduate in Fire Safety Design and a Masters of Urban Planning.He is a Fellow of the Royal Institute of Charter Surveyors and a Life Fellow of the Australian Institute of Building Surveyors. Geoff spent 18 years as an industry representative on the Australian Building Codes Board - Building Codes Committee which is charged with the technical content of the National Construction Code of Australia and is still actively involved in many Australian Standards and other technical committees. Geoff is now also involved in the development of International Codes with his involvement with the International Code Council in the USA.
Through his committee involvement he was part of the working groups that developed the private certification regime in Queensland. He also chaired the committee which developed the current education criteria for Building Surveyors and the National Accreditation Framework
He is a lecturer in the faculty of Society and Design at Bond University teaching building regulations and general construction subjects to both undergraduate and postgraduate students. and has presented numerous papers both nationally and internationally on the Building Surveying Profession. He is passionate about Building Surveying and has actively fought for the Building Surveying Profession at all levels of government
Renee Gorman – GMA Certification Group
Renee Gorman began in the building industry as a Building Designer with Geoff Mitchell and Associates in 2000. During her time as a building designer, she was exposed to the role of Private Building Certifiers within the industry, and with this she also gained her foundation knowledge of legislation, codes and standards. Over the course of the next 12 years she began to specialise in developments requiring planning approvals, and as a result gained a substantial understanding of Queensland’s planning legislation at the time, IPA and SPA.
Renee made the decision to focus on building certification in 2011 and by 2016 she had completed her studies and was a licensed Building Certifier. In 2018 Renee won the QLD Emerging Certifier of the year award, and this was followed by the National Emerging Certifier of the Year award in 2019.
Renee was appointed Technical Manager of GMA Certification Group in early 2018. In 2022, she became an Associate of the company. She has also tutored at Bond University in the Building Controls Course (Building Surveyor specific course). A part of this role is to lead lectures when and as needed, and run tutorials.
Renee co-authored and presents the QLD Private Building Certifiers course, being the course prescribed under the Building Act which all certifiers must complete prior to becoming licensed in Queensland. In addition to being a past member of various AIBS branches and technical advisory groups, she is also a current QLD/NT AIBS Chapter Committee member and the Gold Coast AIBS Branch convenor.
