2024 PLANET Online | Urban Economics for Planners
The purpose of this course is to provide attendees with a high level understanding of economic approaches, techniques and tools that contribute to planning outcomes both at a strategic and development assessment level. The course will provide a step by step process to the consideration of demand, need and impact associated with development, as well as economic considerations and analysis that might inform strategic planning outcomes.
The programme covers the following topics:
- What is economics?
- How is economics relevant to planning?
- How is economics used to inform or facilitate planning?
- Data most relevant for economic assessments to support planning;
- Strategic planning and economics (centres, employment, residential and community); and
- What is community, economic and planning need?
Designed for:
This event is designed for planners that have an interest in how another discipline informs planning and those planners that might interact with economists as part of their role (e.g. strategic planners managing centres hierarchy reviews, development assessment planners that encounter economic need and impact assessments).
Learning outcomes:
At the end of this course, attendees will be able to:
- understand the role of economics in planning in both strategic and development assessment terms;
- understand what data is most relevant to inform economic assessments that inform planning; and
- understand how and which economic techniques are applied and in what circumstances to inform planning outcomes.

Marcus Brown
Marcus is a Director of Bull & Bear Economics and is recognised as one of Queensland’s leading applied economists having over twenty years professional experience in the areas of economic planning, regional economic development, property economics, economic impact analysis and economic evaluation of private and public-sector projects.
Marcus spent much of his early consulting career specialising in project evaluation and policy appraisal. However, as he progressed through his career he became increasingly interested in how economics could support other disciplines in improving community well-being. Today, Marcus works with all levels of government, the private sector and non-government organisations by applying economic techniques to enhance decision making and solution development. Marcus relishes the opportunity to support other disciplines by providing economic advice to better respond to market needs and policy objectives.
Marcus has provided economic advice to major strategic ACG´ÎÔªÍø projects through Queensland and New South Wales, including providing specialist economic advice for Shaping SEQ, as well as centres and employment strategies for local governments across Queensland and New South Wales.
Marcus has prepared numerous assessments of a range of urban developments, including shopping centres, service stations, industrial developments, office developments, medical facilities, long day care centres, and has acted in various Planning & Environment Court Appeals relating to economic need and impact.
